This session introduces the ITS Network, explaining its origins, purpose, and the value it provides to its members across Europe. We will outline the network’s vision, strategic priorities, governance structure, and core services, including knowledge transfer, capacity building, and advocacy.
Participants will gain insight into current ITS activities such as national support programmes, events, training, knowledge repositories, and cross-border collaboration. Selected national ITS associations will share practical examples illustrating how national initiatives and international cooperation have generated real added value - ranging from policy uptake to SME engagement and pilot deployments.
We will conclude with key takeaways and next steps, followed by an open Q&A with the audience.

XCARCITY ontwikkelt digital twins die overheden, gebiedsontwikkelaars en mobiliteitsaanbieders ondersteunen bij het nemen van weloverwogen beslissingen over het ontwerp van toekomstige mobiliteitssystemen, waarbij de schaarse ruimte optimaal wordt benut. Bewoners omarmen veelal 30km/uur als snelheidslimiet in hun straat. Toch lukt het vaak niet om de V85 te reduceren naar een respectabel niveau. Freek van der Valk - Swarco Nederland - Verkeersveiligheid van kwetsbare fietsers verbeteren
In Nederland en Europa werken we toe naar één helder doel: nul verkeersslachtoffers. Technologie speelt een steeds belangrijkere rol om dit te bereiken. Daarom is het initiatief V2Experience opgericht door Gemeente Helmond, Provincie Noord-Brabant, TNO, Gazelle, Spectrum59 en SWARCO Nederland. Met V2Experience laten we in een realistische omgeving zien hoe technologie kan bijdragen aan betere verkeersveiligheid voor fietsers. Door de fiets slimmer te maken en beter zichtbaar voor voertuigen, kunnen ongevallen worden voorkomen. Moderne voertuigen beschikken namelijk steeds vaker over communicatietechnologie waarmee zij met elkaar én met slimme fietsen kunnen communiceren. Zo brengen we veilige en slimme mobiliteit een stap dichterbij de praktijk.

After his study at the Royal Netherlands Naval Academy and the Technical university of Eindhoven he had several (project)management and direction positions in consulting firms, in construction industry and since 2023 at Connekt.

Olivier Asselin has been involved in parking policy for 15 years, working at Lille Metropole as parking policy officer. He chairs the Parking Working Group for POLIS Network, and in France the Parking Working Group for the AITF (French Municipal Engineers Association), for whom he is also Vice-president. 
He has been involved in the construction of French legal frame on several parking issues. Locally, he plays a role as an expert on parking policies, helping technicians and political makers with studies, data, in order to implement the parking policy developped in the SUMP.
Olivier has also published different articles on parking, and coordinated special issues on parking policy for the journal « Transports Urbains ». He also gives some formations on mobility and parking policies. He regularly speaks on parking issues at european and national events.

Dr. Jaya Shankar P. is Head of the Intelligent Transportation Systems Division at the Institute for Infocomm Research (I²R), A*STAR, where he oversees and strategizes R&D in land transportation and air traffic management. In the land transportation domain, he leads the CoopeRative and UnIfied Smart Traffic SystEm (CRUISE) programme, which aims to develop an AI-based next-generation traffic control system for Singapore leveraging V2X technologies. In air traffic management, Dr. Jaya has served as Co-Investigator on multiple projects in collaboration with the Civil Aviation Authority of Singapore (CAAS), including the development of Aerodrome Twin capabilities and decision-support tools such as airspace and runway capacity estimators. Dr. Jaya received his B.Eng, M.Eng, and PhD degrees in Electrical, Electronics, and Computer Engineering from Nanyang Technological University, Singapore. He began his career at A*STAR in 1996, with early research focusing on mobile computing, middleware, and handover in heterogeneous wireless networks, and participated in several European Commission–funded projects. His current interests include traffic control and optimization, traffic prediction, air traffic optimization, and C-V2X. He has contributed to IEEE and ITU standards and chaired Singapore’s DSRC standardisation activities. He is currently co-convener of Singapore’s TR68 Working Group 4 on Autonomous Vehicle Data Types and Formats and serves on multiple national transportation standards committees.

As an urban planner, Claire has been working on mobility, public space, and parking strategies for eight years. She joined the City of Paris administration in 2023 as a member of the ‘Bike Mission’ team, the department in charge of developing cycling infrastructure and coordinating the City’s cycling policy across the various departments of the municipal administration.
The team is fully committed to implementing the Paris Bike Plan, which aims to make Paris a 100% cycle-friendly city. This plan has driven a profound transformation of mobility and public space policies over recent years, leading to a dramatic increase in cycling since 2020.
As a member of the Bike Mission team, Claire is responsible for bicycle parking policy. She coordinates all topics related to the City’s bicycle parking strategy, ranging from on-street bike racks to public bicycle parking facilities, intermodal parking, and the mobilization of a wide range of public and private stakeholders.

I work as a freelancer through my own company MOVECO. Over the past 35 year I have always worked in the field of Intelligent Transport Systems (ITS). First in road freight transport, then in traffic management and in recent years also in cycling. I have worked on 30+ EU funded projects in Horizon, Interreg and CEF, most recently as project manager of the smart cycling projects BITS (4 years) and MegaBITS (3 years).

The Austrian completed his academic education as a Graduate Engineer and subsequently earned a Doctorate in Structural Engineering. His doctoral research at Vienna University of Technology (TU Wien) focused on innovative structural composite systems under dynamic loads, providing a strong scientific foundation in materials technology, structural design, and safety engineering.
Following his academic career, Dr. Edl transitioned into executive and entrepreneurial leadership. Since 2005, he has been a key driving force behind DELTABLOC’s technologies and innovations, shaping the company’s strategic development and international expansion. Under his leadership, DELTABLOC has evolved from a specialized start-up into a globally recognized brand for temporary and permanent concrete safety barriers, guardrails, and noise barriers used in traffic and infrastructure environments.
In recent years, Dr. Edl has additionally focused on a new field of technology. As the head of a dedicated team of international experts, he is bringing the game-changing possibilities of DFOS – Distributed Fiber Optic Sensing – into the field of road traffic monitoring. This enables Dr. Edl to provide a unique and forward-looking perspective on traffic management and traffic safety, bridging academic insight with real-world infrastructure solutions and the modern aspects of AI and machine learning.

Ydze operates at the intersection of mobility, urban development, and large-scale events, where policy, infrastructure, and operations converge. He works on strategic and governance-related challenges in high-density urban environments with significant visitor flows and complex governance structures. He brings international advisory experience from Arup and Deloitte, and connects long-term vision with actionable decisions in public–private partnerships. His strength lies in combining a systemic perspective, strong analytical capabilities, and the ability to provide clear direction in complex challenges related to multifunctional urban hubs.

At CROW, we develop knowledge about infrastructure and transport in the physical living environment. We provide practical solutions that are immediately applicable in practice, such as standards and (design) guidelines. CROW aims to provide governments, road administrators and private organisations with the means they need to manage, control and scale their efforts in a uniform manner, in order to create and maintain a safe and sustainable environment for us all. Personally, I mainly focus on projects related to vehicle automation and road safety. My interest is to make sure that the interaction between the human road user, the vehicle and the physical and digital environment can interact with each other safely.

Ali Mortazavi brings over 19 years of experience advancing transportation and mobility technologies, with a focus on autonomous systems, artificial intelligence, and data-driven decision making. His career spans industry and applied research, bridging advanced technology development with real-world deployment and operational insight.
Ali has contributed to autonomous mobility initiatives across the ecosystem, including work spanning vehicle autonomy, delivery robotics, and large-scale mobility platforms, with programs and teams associated with Zoox, Amazon Scout, and Nissan. His experience includes building data and analytics frameworks that transform complex transportation data into actionable insights for safety, performance, and operations.
He holds a Ph.D. in Transportation Safety from The George Washington University and is a named inventor on more than ten patents related to autonomous mobility, data platforms, and intelligent transportation systems.

Tim Johannes is a Senior Project Manager at New Mobility Solutions Hamburg GmbH (NMS), where he drives innovative and sustainable mobility projects for the city of Hamburg. He leads the Hamburg use case of the European autonomous freight logistics project MODI and contributes to the Pre-Large-Scale Demonstrator initiative.
Tim entered the field of autonomous mobility in 2019, helping to launch one of the first autonomous shuttle projects in Germany. He later joined a German autonomous shuttle manufacturer, where he served as Key Account Manager for the US and DACH markets, building strong international partnerships and supporting public transport operators in deploying autonomous vehicle technology.
Today at NMS, he focuses on shaping connected, low-emission and future-ready mobility solutions that make Hamburg more efficient, accessible and livable.

Stefan Deix, Director, European Council for Automotive R&D (EUCAR)
 Stefan Deix graduated as physicist at the University of Vienna. Since 2015, he has been Director of EUCAR, the European Council for Automotive R&D. EUCAR members are the major European passenger car and commercial vehicle manufacturers. The European automobile manufacturers are the largest private investors in R&D in Europe with over €70 billion investment per year. Stefan Deix was Director for Research & Innovation at CLEPA (European Association of Automotive Suppliers) facilitating the Research and Innovation Working Group activities. Before that he was working at AIT Austrian Institute of Technology in the Department Mobility. He was appointed research coordinator for Austria, research area leader for road safety and elected Chairman of the research coordinators at FEHRL (Forum of European Highway Research Laboratories).

Stacy has over 30 years experience of every aspect of road condition data from collection, analysis and developing meaningful outputs tailored to the Stakeholders’ specific requirements.
Primarily specialising in both the collection of UK traffic speed surveys, SCANNER and SCRIM and developing Asset Management Systems to provide the engineer with flexible analysis tools to produce appropriate detailed maintenance solutions for varying scenarios.
Alongside my industry colleagues, we were delighted to have secured funding to compliment our organisations’ contributions to achieve our ambition to undertake the comprehensive research study providing Local Authorities in the UK with an evidence based support tool to maximise the safety benefits of skidding resistance data with limited budgets, specifically catering for the unique characteristics of local roads.

Vibeke has previous experience from telecom and has a long career in public transport. She has been a central figure in Ruter the last 16 years and she has been responsible for Ruters strategy and pilots with autonomous vehicles. Vibeke has been an contributor to the work with Ruters Mobility Study (The Oslo study), to investigate how autonomous vehicles may change transport in Oslo-Region”. Adriel Bilharva da Silva is an electrical engineer and holds a Master of Science degree, with professional experience in traffic enforcement technologies and road safety solutions at the intersection of engineering, innovation, and public policy. He has been actively involved in the development and deployment of intelligent transportation systems, including advanced enforcement technologies, data-driven traffic management, and digital platforms that support safer and more efficient mobility.
With a strong focus on emerging technologies and market evolution, Adriel works closely with public authorities, technology providers, and mobility stakeholders to translate innovation into practical, scalable solutions for urban and highway environments. His work emphasizes automation, connectivity, and analytics as key enablers to improve compliance, reduce accidents, and enhance overall road safety outcomes.

Iona has a strong understanding of cross-border coordination and EU funding mechanisms which is well applied as part of IRF’s international project portfolio.

Arno Wolter has been working in the field of road safety and accident prevention for more than 10 years and he is the founder and chief executive of the Initiative for Safer Roads. Furthermore, Mr Wolter has many years of experience with data-driven projects and digitalisation through senior positions in various companies and institutions in planning and controlling. Mr Wolter studied international economics, holds a degree from the United Nations University as social innovator, specialising recently on road safety and accident research.
His expertise and consulting activities currently cover the areas of road safety, accident analysis, smart cities and liveable cities. Mr Wolter also regularly speaks on these topics at national and international conferences. Mr Wolter is also a personal member of the Research Association for Road and Traffic Engineering (FGSV) in Germany and, through the Initiative for Safe Roads, a member of the German Traffic Accident Victims' Aid Association (VoD).

Joffroy Pirlot started his career in Aerospace R&D, before moving to Ford Motor Company as a lead engineer in development and validation of stability control systems and ADAS. He joined Aisin in 2018, where he co-created the RoadTrace business line to address the challenges of road operators. Graduated with an MSc in Automotive Product Engineering from Cranfield University (UK) and a Master in Mechanical Engineering from University of Liège (Belgium), he also holds a University Certificate in Innovation Management from the Louvain School of Management (Belgium).

Richard Bishop, Principal, Next Generation Mobility LLC, has over 30 years of experience in the domain of intelligent, connected, and automated vehicles and how these interact with our transportation system and society, including automated cars, trucks, and robotaxis.  He provides strategic consulting to automotive manufacturers, suppliers, and tech firms, as well as advising federal and state government agencies in the U.S. and abroad. He led Team Lux in the DARPA Urban Challenge and since then has “surfed the wave” of AV development, working with a wide array of Automated Driving System developers.  Mr. Bishop has published extensively on Forbes.com as well as self-publishing. Prior to establishing Bishop Consulting in 1997, Mr. Bishop was Program Manager for Vehicle-Highway Automation at the USDOT Federal Highway Administration.

Thede Smidt is a managing director and speaker in the field of digital infrastructures for cities, regions, and transportation systems. For over 10 years, he has been designing cloud-native platform architectures (PaaS & SaaS) in the context of smart cities – with a clear focus on impact rather than technology as an end in itself.
His work connects the physical world of sensor technology with the digital realm of data platforms and applications. Holistic “products as a service” not only enable technical scaling but also create new models of financeability by converting investments into continuously usable services.
His vision deliberately ranges from individual sensors to data rooms and AI-supported analytics to operational specialist applications for administration, traffic management, energy, and mobility services.
In projects with local authorities, transport companies, and municipal utilities, he focuses in particular on the question of how fragmented individual solutions can be turned into scalable, interoperable systems. Horace is the General Manager, Landside of the Airport Authority Hong Kong (AAHK) at the Hong Kong International Airport (HKIA). His responsibility includes road traffic management, airport transportation between city and Greater Bay Area (GBA) in China.
Having joined AAHK since 1998, Horace has extensive experience in the aviation industry, having worked in various fields in aviation management including airfield, security, terminal and landside operations.
Since 2011, Horace has been managing public transportation, road traffic, and intermodal transportation within the GBA. Amongst other responsibilities, the Landside Department, led by Horace, manages airport traffic and transportation, including the SkyPier Terminal, road and cark park operations, and the Ground Transportation Centre at HKIA.

In 2012, the European EASYWAY Deployment Guidelines were adopted by the national transport ministries, for which Stephanie was largely responsible. For her work she was honoured with the EASYWAY Award for Outstanding Contribution. 
She is currently passionate about smart cycling. In 2025, she co-authored the European “Smart Cycling Roadmap: A Call to Action” developed in a joint effort of CEF project MERIDIAN and the Interreg North Sea project MegaBITS.

Dr. Stephane Dreher is the Head of Connected, Cooperative, and Automated Mobility (CCAM) at ERTICO – ITS Europe. He coordinates the EU-funded CCAMbassador project, fostering collaboration, international cooperation and knowledge sharing for R&I, testing and deployment across Europe. He is part of the Executive Group of the European CCAM Partnership under Horizon Europe, leading the coordination cluster. Previously, he worked with the UNDP in Riyadh on transport data and analytics and led EU Government Programmes at HERE Technologies in Brussels. He contributed to the early development of the Local Dynamic Map concept, laying the groundwork for high-definition maps used in cooperative and automated vehicles.

Associate Professor Marko Ševrović, PhD, is an international transport expert with over 20 years of experience in transport planning, road infrastructure design, and road safety. Since October 2025, he serves as Vice-Dean for Business and Administrative Affairs at the Faculty of Transport and Traffic Sciences, University of Zagreb, Croatia. He previously held the position of Head of the Department for Transport Planning at the same Faculty. He is also the Director and Senior Road Safety Expert at the European Institute of Road Assessment (EIRA) in Slovenia.
Throughout his career, Ševrović has been a lead author and manager of numerous transport studies and Sustainable Urban Mobility Plans (SUMP) for cities across Croatia and beyond. His work includes the development of transport master plans, traffic engineering projects, transport policy and parking strategies, as well as road safety audits and assessments. He has overseen delivery of more than 100 transport studies and eight SUMP documents, working on projects in over 50 cities and 20 countries.
Ševrović has also been a project manager and principal road safety engineer on many transport planning projects in Croatia, as well as on EuroRAP/iRAP and related international road safety initiatives. He has led the implementation of iRAP protocols and capacity-building training in Croatia, the UK, Qatar, Lebanon, Ghana, Ethiopia, Senegal, Bosnia and other countries. The calibrated lenses with motorized zoom and focus simplify camera setup in applications that have variable camera positions and object distances, enhancing resolution in dynamic environments and applications such as ANPR/LPR. Mark coded the software and user interface that calculates the motorized lens parameters based on user input of object distance, field of view, or focal length.  
Mark led development of Theia’s <a href="https://www.theiatech.com/lenses/accessories/mcr-iq/?utm_source=Intertraff&utm_medium=Speaker-Profile&utm_campaign=2026-MP-Spk-Prf&utm_id=2026-MP-Spk-Prf">MCR IQ™ motor control board</a>; a motorized lens accessory which comes with hardware and software to remotely control zoom, focus, iris, and internal day/night filters. This innovative product improves efficiency in camera setup and integration in dynamic environments where field lens adjustment and maintentance are costly or difficult.
Mark has over 40 patents and has contributed to conferences in imaging and optics and published white papers on optics and lens technologies. Mark earned a Bachelor of Science degree (in Physics) and a Master of Science degree (in Electrical Engineering) from the University of Wisconsin and has been working in the optics industry for over 25 years. Mark is part of the European Machine Vision Association Standards Committee for Optics and the Open Optics Camera Interface working group (a standards development working group under the EMVA).  
In his time outside the office Mark is leader of a pack of four malamutes and puts in lots of miles on his road bike. Mark and his wife, Lynn, are trying to minimize their environmental footprint and recently built a small home on their property in Lake Oswego, Oregon.

She drives the technical opportunity pipeline for Dow Coating Materials (DCM) and partners closely with customers to deliver innovative, high‑performance, and sustainable solutions for road marking applications.
With a decade of experience at Dow, Leidy has built a multidisciplinary background spanning Quality, Technical Service & Development, and Innovation. She has supported a wide portfolio of markets, including Architectural Coatings, Industrial Coatings, Paper Coatings, and Direct‑to‑Metal applications—experience that has shaped her into a versatile, customer‑focused coatings expert.
Leidy’s professional journey is deeply global. Originally from Venezuela, she moved to Argentina to begin her Dow career and spent seven years contributing to the DCM and DCC businesses before relocating to Seneffe, Belgium in 2022. Today, she continues to advance DCM innovation and strengthen customer engagement throughout the EMEAI region.
She holds a degree in Chemical Engineering from La Universidad del Zulia in Maracaibo, Venezuela, and is currently pursuing a master’s degree in Polymeric Composite Materials Engineering at the Universidad de Buenos Aires.

Isabelle Prohn is an experienced programme manager operating at the intersection of mobility, spatial development and behavioural change. Since 2024, she has been responsible for the Brainport Bereikbaar programme, leading the development and delivery of the 2025–2030 programme plan and managing a multidisciplinary team of approximately 30 professionals . She works closely with the Metropoolregio Eindhoven, 21 municipalities, the Province of North Brabant, national government and private partners to achieve structural behavioural change and visible results.
Isabelle combines strategic clarity with collaborative leadership. Her background includes roles in energy transition, public affairs, stakeholder management and corporate communication, as well as earlier positions at Rabobank and in municipal government . She has extensive experience navigating complex political-administrative environments and aligning strategy, execution and communication .
Educated in Real Estate Management and Development (TU Eindhoven) and Strategic Management, with further training in Public Affairs at Nyenrode, Isabelle is known for her analytical strength, decisiveness and ability to connect diverse interests. Henk was Dutch ambassador to Finland 2012 - 2015 and to Denmark 2015 - 2019. He is now an independent advisor on sustainability and international cooperation. 
Henk has been cycling to school and to work for over 50 years. Since his arrival in Finland in 2012, he has been actively engaging in cycling diplomacy. In 2019 Henk joined the board of the European Cyclists’ Federation (ECF), advocating for more and better cycling for all in Europe and beyond. Andrew Hately is a senior researcher at the EUROCONTROL Innovation Hub located on the southern edge of Paris.
Andrew has been involved in the U-space concept of operations since 2017 and led the CORUS project which, funded by SESAR, developed the Concept of Operations for U-space. This work, and subsequent research project involvement related to ConOps led to Andrew supporting U-space rulemaking and acceptable means of compliance, to participation in standard development, involvement in organising the European Network of U-space Stakeholders and to the ICAO Advanced Air Mobility Study Group of which Andrew is vice chair.

Irfan Shaffi is the Operational Control Manager within Streets & Network Operations at Transport for London (TfL), where he leads the strategy and roadmaps for the operational technologies that underpin the management of London’s surface transport network. Among other activities, Irfan oversees TfL’s operational readiness for Autonomous Vehicles and Automated Passenger Services, ensures robust operational technology cyber security, and conceived the Surface Intelligent Transport Systems (SITS) programme, which has already transformed the organisation’s operational capabilities. A transport professional for over 34 years, Irfan began his career as a civil engineer before moving into operational and technology‑focused roles. His career highlights include digitising London’s traffic signalling systems, delivering a world‑leading traffic management and optimisation capability, and embedding a transformational incident management system within TfL’s Surface Control Centre. Dr. Min Xue is an aerospace research engineer at NASA Ames research center. He earned his doctorate degree in Aerospace Engineering from the University of Maryland at College Park. At NASA Ames, he has been working on a broad spectrum of aviation research, ranging from conventional traffic management to the integration of new-entrant vehicle operations. He has authored more than 60 journal and conference papers in the field of air transportation research. Currently, he serves as the project manager for NASA’s Advanced Air Mobility Pathfinders (AAMP) project, where he leads the development of advanced airspace management systems for emerging aerial operations. This includes the airspace services needed for AAM operations and the portable airspace management system (PAMS), which enables 24-hour beyond-visual-line-of-sight (BVLOS) operations in degraded visual environments for emergency response missions.

He is an experienced project and programme manager with a track record of delivery.     Paul is a freight specialist and has worked on many projects which have aimed to improve both the understanding of and efficiencies relating to the freight sector both domestically and internationally. These include the promotion of measures to improve HGV safety, policy and strategy development, research and consultation. This work includes input into Masterplanning projects, helping ensure freight is considered at every stage of development.    Work has included engaging with operators, extensive research, and identification of options and recommendations to improve the freight sector.

He has led multidisciplinary R&D teams and driven end-to-end innovation—from concept and architecture to field deployment—across domains such as mobile enforcement, predictive urban security, air-quality monitoring, and 3D scene reconstruction. An active inventor in the road-safety space, Silvio holds several patents spanning mobile enforcement technologies— including ANPR and in-vehicle systems for detecting and documenting traffic violations—designed to make field operations faster, more reliable, and legally robust.
