Unmanned aircraft systems, including drones, are used in an increasing number of cases within urban contexts: interhospital networks, search and rescue services, traffic monitoring, construction sites inspections, etc. With the technology improvement and growth of operators and airspace service providers, European cities are looking for ways to monitor and regulate the low-altitude airspace (e.g. 0-200 meters altitude) above their area of responsibility. In addition, multiple recent incidents with drones of unknown origin above densely populated areas raise concerns about the capacity of authorities to ensure citizens' safety. 
European regulation designs a framework for multi-stakeholder coordination of an integrated airspace called U-space, with defined roles and information exchanges. In that framework, and with available tools, how can cities communicate with and enforce local restrictions on airspace service providers? How can they best collaborate with other key stakeholders? And what can they learn from the road traffic management sector?

His career began as a computer scientist at the Fraunhofer IFF in Magdeburg, where he in charge of research projects in mobility and logistics. He received his B.S. degree in Computer Science from the University of Crete in 2007, an M.Sc. degree in Business Economics, Finance, and Banking from the University of Portsmouth, and an M.Sc. degree in Service Engineering through a joint program involving the University of Crete (Greece), the University of Stuttgart (Germany), and Tilburg University (the Netherlands).

Michael Nikowitz serves as the Coordinator for Automated Mobility at Austria’s Federal Ministry for Innovation, Mobility and Infrastructure (BMIMI). In this role, he is responsible for national strategies and action plans on automated mobility. He currently leads the development of a new regulatory framework for automated driving in Austria.
He holds a Master of Science in Engineering (Mechatronics & Robotics and Laser Engineering) from the University of Applied Sciences Technikum Vienna.
Before joining the ministry, Michael spent several years in the automotive sector as a robotics engineer and laser scientist, specializing in ultrashort-pulse laser systems. He later joined the Austrian Association for Advanced Propulsion Systems (A3PS), where he represented Austria at the International Energy Agency and co-authored technology roadmaps and working groups on eco-mobility and automated driving.
Since 2016, he has coordinated the Ministry’s initiatives on cooperative, connected, and automated mobility.
Alongside his government responsibilities, Michael lectures at universities on topics such as automated mobility, robotics, and laser engineering. He is also an active author of technical papers and industry publications on hybrid and electric vehicles as well as automated-mobility solutions.

Laurens Tait is a Director of Arup in the Netherlands responsible for the Transport Market.     The theme that drives Laurens Tait’s work is the continuous development of our understanding of how design and policy influence the (mobility) choices that people make and the influence that these choices have on social / economic / ecological outcomes at architectural / masterplan / city / national scale.    Within that theme, and with more than 20 years working on mobility related projects, Laurens has developed a wealth of experience in a.o. Since 2018 I am the Manager Operations for ‘Coöperatie Parkeerservice’. In this role, he oversees the optimization of the entire port road network – including traffic signals, intersections, and bridges – to make the daily 12,000–14,000 truck movements more efficient, less congested, and lower in emissions.

In advancing ITS nationally, he also promotes partnerships with industry players, academia, and state governments to support Malaysia’s ITS Roadmap 2030, encouraging data governance standards, digital infrastructure resilience, and sustainable mobility solutions aligned with the Madani Government’s aspirations. Dagmar Hofsteede-Cats is project manager, program manager and process facilitator in various mobility projects. Coming from her Master in Urban Design and Planning (TU Eindhoven), Dagmar has developed her career further in the mobility sector. Dagmar currently works as project manager of ROMO (Road Monitor) on behalf of the Ministry of Infrastructure and Water management. The ROMO project fosters mobility data innovation by developing anonymized vehicle data into valuable information to improve road safety and road management. The project links 11 providers of datasets and information products to the wide audience of road authorities. Maaike was/is principal investigator in the NWO research programs Mobility DesAIgn Lab, XCARCITY (co-lead), SUMMALab, ToGRIP and STAD (co-lead) and lead scientist in several other large projects focusing on the development of a next generation of traffic and transport models and the development of interactive network design methods.
Her research focuses on impact assessment and design of multimodal transport systems with a special interest in the resilience of networks and the impact of new mobility concepts like automated vehicles and shared mobility. Maaike has a broad experience in the development and application of static and dynamic, strategic and real-time traffic transport models and optimization models for network design. For example, she developed the new mobility modeler to assess impacts of new mobility concepts, she developed an optimization and impact assessment model for robust road network design, she led a joint research project on activity based models, she oversaw the development of the first real-time waterway traffic model for the canals of Amsterdam and lead the development of prediction and smart routing models in the context of the ‘Praktijkproef’ (field trial) in Amsterdam. Maaike completed her PhD research about robust road network design in 2010 (Cum Laude) and completed her study Econometrics in 2003.

He was the architect of the “Zaanse Aanpak” (Zaanstad Approach) for Youth Care and the Social Support Act (WMO), placing people’s everyday lives at the center rather than the system itself. This earned him a nomination in 2016 for Best Public Administrator of the Netherlands.
Prior to that, he worked at Meeùs Insurance Brokers, where from 2008 he served as Director of the Construction Advisory Group. After leaving local politics in Zaanstad, Jeroen became Director of Operations at Youz, part of the Parnassia Groep.

I’m convinced that drones can safely and seamlessly operate alongside manned aviation, provided we establish clear rules around visibility, priority, and operational boundaries. As Chief Product Officer of the Parking Business Unit at Arrive, I oversee product development for one of the world's largest urban mobility platforms. Arrive brings together industry leaders including EasyPark, ParkMobile, RingGo, Flowbird, Parkopedia, and YourParkingSpace into a global force serving nearly 60 million users across 20,000+ cities in 90+ countries. Our focus is on shaping how parking and curb management evolve from fragmented, transactional services into intelligent, integrated mobility ecosystems and developing the foundational global mobility platform to accelerate this enablement.
This is first and foremost about bridging strategic vision with operational scale. Previously, as Group CPO at AVIV Group, I oversaw product development for one of Europe's largest digital real estate marketplaces. At Expedia Group, I led product development for the global lodging business and oversaw consumer brands in the US, Europe and Australia. Earlier, I co-founded Newtrade Technologies, a hospitality marketplace software startup sold to Expedia Group.
The convergence of AI, distributed mobility data, and multi-sided platform economics is redefining urban mobility. Parking and curb management sit at the center of this transformation. Understanding how these platforms create value for cities, operators, and drivers is both my focus and my mission at Arrive.

After 7-years in telecoms, Chris weaved in his Commercial Music BA and founded Digital Animal, a direct-to-consumer retail platform for major-label recording artists that powered loyalty campaigns for brands including NatWest and Nintendo. DA won 4 UKTI Creative Industries Awards in 3 consecutive years and Chris was shortlisted for the O2 Arena Entrepreneur of The Year award. He’s held responsibility D2C strategy for PIAS, Europe’s largest independent entertainment distributor, and prior to establishing YST helped engineer customer engagement campaigns for JLR, Halfords, ATOS, Google and Vodafone.

Jurgen Rutgers is a Dutch entrepreneur, innovator, and strategic thinker with decades of experience in digital business development, data-driven solutions, and mobility technology. As founder and co-owner of several tech companies, Jurgen plays a connecting role, working closely with partners and teams to develop solutions that combine technology with social impact. His focus lies in leadership, product strategy, and creating digital services that deliver lasting value.  At TripService, where he is co-owner, Jurgen collaborates with a specialized team to develop smart mobility solutions. TripService supports governments, road authorities, contractors, and large-scale event organizers with digital traffic management, incident handling, real-time traffic data, and online traffic campaigns. In partnership with platforms like Google Maps, Waze, TomTom, and Apple Maps, TripService contributes to a safer and more accessible environment. His work is defined by a combination of technical expertise and insight into human behavior — enabling him, together with his team, to improve accessibility and develop digital solutions that make a meaningful difference for road users every day.

Ananth Prasad serves as Deputy Director at the Santa Clara County Roads & Airports Department, overseeing roadway infrastructure, traffic signals, and intelligent transportation systems. His work centers on leveraging data, AI/ML, and coordinated system design to improve safety, efficiency, and resilience across large-scale transportation networks. He focuses on the future of cooperative mobility—examining how intelligent systems, governance, and infrastructure must evolve together beyond autonomy.

Chris Riley is the Chief Commercial Officer of Glydways, responsible for growing global business, partnerships and corporate reputation.
Glydways is a new mass transit system, that revolutionizes both the transit rider experience and traditional poor economics. It offers every individual a personal on demand, non-stop, 24/7 journey in their own autonomous electric vehicle, at a very low price. And for cities, Glydways offers much lower costs to build and run compared with other transit modes. When combined with higher ridership, this attracts private financing and helps create profitable public transit systems that do not require subsidies. 
Now based in the Bay Area in California, Chris has a business and marketing background, having held senior positions with Ogilvy in Asia Pacific advising global brands for over 30 years. This creative enterprise experience is ideal for helping to bring Glydways to new markets and scale operations as it becomes operationally ready.
Glydways has already been awarded several contracts for San Jose City, East Contra Costa County in California, Port Authority NYNJ, Bluewaters Dubai and has recently broken ground for a Pilot Demonstration in South Metro Atlanta, which opens to the public in December 2026. Additionally, there are hundreds of other live discussions on projects with interested stakeholders across the world.
Glydways recently achieved a close for a successful Series C investment round which is backed by Suzuki, Khosla Ventures, ACS Infra, New Science Ventures, ENEOS, Mitsui Chemicals, Sam Altman and Gates Frontier.

With over 30 years in digital transformation and innovation across public transport and IT, he focuses on developing demand-responsive and autonomous shared transport services.

I am an Associate Director at Arup, leading digital operations and asset management services within the Roads and Streets business. I rejoined Arup in 2025, following my role as Director of the Danish Road Directorate’s technical branch, where I was responsible for pavements, structures, geotechnics, and road technical measurements.
I bring extensive international experience across a wide range of heavy civil infrastructure projects, including long-span bridges and tunnels for both road and rail, spanning new build, operation, and maintenance. In recent years, I have increasingly focused on combining this background with a strong passion for digital solutions to enhance infrastructure performance and asset management.

Mr. Chakravarty serves as Vice President of Engineering for Econolite Control Products, Inc. He is responsible for providing leadership in planning, establishing, and directing all aspects of the company’s engineering policies, along with influencing and executing the technology roadmap for the company.
Prior to joining Econolite, Mr. Chakravarty served as Vice President of Engineering at Beyond Limits (Glendale, CA) responsible for the overall engineering strategy and the design, development, support, and operations for the company’s portfolio of AI-based products and solutions. Prior to that, he was Director of Engineering at Trustwave (Chicago, IL) and M86 Security (Irvine, CA). At Trustwave and M86 Security, Mr. Chakravarty led the engineering and program management activities for the company’s Web security, filtering, and analytics products, along with running a globally distributed Security Labs team.
Mr. Chakravarty has also held senior level Engineering positions with increasing responsibilities at Symantec Corp. (Mountain View, CA) and HCL Technologies (Noida, India).
Mr. Chakravarty has a Bachelor of Science degree in Statistics from Presidency University (Kolkata, India) and a Master of Science degree in Statistics from the Indian Statistical Institute (Kolkata, India).
