Steve Schneider is the Managing Director of ITS mobility. For more than 25 years, the company manages Germanys biggest network for Intelligent Transport Systems (ITS) and profitably connects business and science to shape the mobility for future generations.
His career began as a computer scientist at the Fraunhofer IFF in Magdeburg, where he in charge of research projects in mobility and logistics. He was later responsible for IT projects in intralogistics in the automotive sector before he switched to ITS mobility in 2015. Here he accompanies and manages projects, initiatives and events in the field of intelligent transport systems. His main topics are intelligent infrastructures as well as automated and connected mobility solutions. This includes his role as coordinator of C-Roads Germany, administration of the Car 2 Car Communication Consortium, and his role as spokesman for the OCIT Developer Group.

Emmanouil Papoutsakis (paputsak@ics.forth.gr) is a software developer at the Foundation for Research and Technology – Hellas (FORTH-ICS). He received his B.S. degree in Computer Science from the University of Crete in 2007, an M.Sc. degree in Business Economics, Finance, and Banking from the University of Portsmouth, and an M.Sc. degree in Service Engineering through a joint program involving the University of Crete (Greece), the University of Stuttgart (Germany), and Tilburg University (the Netherlands).
His main research interests include cloud computing, cybersecurity, and security by design. He is currently pursuing a PhD at the Technical University of Crete, where his research focuses on the design and development of AI-based intrusion detection systems, leveraging advanced machine learning models to analyse network traffic and detect malicious activity in complex, large-scale, and IoT-enabled environments.

Michael Nikowitz serves as the Coordinator for Automated Mobility at Austria’s Federal Ministry for Innovation, Mobility and Infrastructure (BMIMI). In this role, he is responsible for national strategies and action plans on automated mobility. He currently leads the development of a new regulatory framework for automated driving in Austria.
He holds a Master of Science in Engineering (Mechatronics & Robotics and Laser Engineering) from the University of Applied Sciences Technikum Vienna.
Before joining the ministry, Michael spent several years in the automotive sector as a robotics engineer and laser scientist, specializing in ultrashort-pulse laser systems. He later joined the Austrian Association for Advanced Propulsion Systems (A3PS), where he represented Austria at the International Energy Agency and co-authored technology roadmaps and working groups on eco-mobility and automated driving.
Since 2016, he has coordinated the Ministry’s initiatives on cooperative, connected, and automated mobility.
Alongside his government responsibilities, Michael lectures at universities on topics such as automated mobility, robotics, and laser engineering. He is also an active author of technical papers and industry publications on hybrid and electric vehicles as well as automated-mobility solutions.

Laurens Tait is a Director of Arup in the Netherlands responsible for the Transport Market.     The theme that drives Laurens Tait’s work is the continuous development of our understanding of how design and policy influence the (mobility) choices that people make and the influence that these choices have on social / economic / ecological outcomes at architectural / masterplan / city / national scale.    Within that theme, and with more than 20 years working on mobility related projects, Laurens has developed a wealth of experience in a.o. Mobility Planning, Active Mobility, Intelligent Transport Systems, Station design, Highways design, and Pricing Policy.      In relation to Pricing Policy, Laurens has worked on projects that include policy work for the Dutch Ministry of Infrastructure and Water during the inception and initial design of the “e-Tol” and Heavy Goods Vehicle Charge (VWH, Vrachtwagenheffing). Laurens has also worked with the Dutch Ministry of Finance (in collaboration with IenW) on the Schematic Design - including reflections on compliance - of an eventual all-vehicle pricing scheme (Pay-for-Use). More recently Laurens and his team have been assisting the RDW in the procurement and delivery supervision of a.o. the VWH Observation Service ahead of Go-Live in 2026.

Martin van Oosten is an Associate Director and Team Lead for Sustainable Transport Planning at Arup in the Netherlands, with over twenty years of experience in transport planning, mobility strategy and integrated infrastructure projects. Trained as an urban and transport planner, Martin works at the interface of spatial planning, mobility and public policy, supporting clients in delivering more sustainable, safe and resilient transport systems.
He has led and contributed to a wide range of complex, multidisciplinary projects at local, regional and national scale, from long-term mobility visions and policy development to detailed technical studies and implementation. His work focuses on enhancing accessibility, road safety, climate resilience and modal shift, with particular expertise in public transport, cycling infrastructure, traffic management and mobility systems for urban development.
Martin has extensive experience working with public authorities, including municipalities, provinces and national governments, and regularly operates in high-stake environments with strong societal impact. He is a certified road safety auditor and has acted as project manager on major programmes related to sustainable mobility, infrastructure renewal and smart transport systems, always with a pragmatic, evidence-based and implementable approach.

Gernot Sauter is Senior Regulatory Affairs Specialist in 3M’s Commercial Branding and Transportation Laboratory.  As a standardization expert, Gernot drives all EMEA certification and standardization efforts for the 3M Transportation Safety portfolio. Gernot is passionate about road safety and Vision Zero initiatives. He leads the Reflective Science Center in the Customer Technical Center based in Neuss, Germany. He frequently engages with transportation authorities, test laboratories and road safety experts in various technical committees. Gernot is a regular speaker at scientific conferences, e.g. from ERF, IRF, TAIEX on various topics related to roadway safety. His professional experience includes research and product development, application engineering, lighting technology, quality and certification. After my study history and Russian at the  university, which included a thesis research in Moscow, I entered the millitairy service with my training for the Special forces and became responsible for the communication during Operation Desert Storm and also for the routeplanning through Russia for foodtransport to St.Petersbrg by the Dutch Army.
I started working in parking in 1995 and worked in different city’s. I was one of the founders of a Parking management course (at DTV) and was also a member of the board of Vexpan (Dutch Parking Association) for 8 years. Next to that I worked for a parking consultancy and also as a consultant for the French State (parking enforcement) and the City of London (parking management).
Since 2018 I am the Manager Operations for ‘Coöperatie Parkeerservice’. In that capacity I am also responsible for the AI development and implementation in our organization and specific parking services. I completed studies and programs regarding AI Strategy at renowned international institutes like INSEAD (Fontainebleau) and MIT (Boston) which has an AI department for 20 years already. And this year in June I (at DTV) will be giving a course: AI and Parkingmanagement in practise (a novelty in our world).

Hermann D. Grünfeld, born in 1965, is a graduate engineer (Dipl.-Ing.) and heads the Traffic Management and Traffic Strategy department at the Hamburg Port Authority (HPA), responsible for the land-side transport infrastructure of the Port of Hamburg. In this role, he oversees the optimization of the entire port road network – including traffic signals, intersections, and bridges – to make the daily 12,000–14,000 truck movements more efficient, less congested, and lower in emissions.
Before joining the HPA in 2012, he served as managing director and consultant in various companies in the fields of traffic management and traffic engineering.
Mr. Grünfeld drives forward innovative approaches, including quantum-inspired optimization methods (e.g., in cooperation with Fujitsu), C-ITS technologies, AI-supported traffic control, and sustainable logistics solutions.

With a background in Business Administration from the UK, he brings reform-oriented leadership, strategic governance, and strong institutional experience to public service.
As Minister of Works, he has been instrumental in transforming Malaysia’s infrastructure governance through digitalisation, transparency, and public participation. Under his stewardship, ITS has been repositioned as a strategic enabler for safer, smarter, and more efficient transport networks. As Chair of the ITS Council Malaysia, he drives cross-agency coordination, policy alignment, and industry collaboration to accelerate the implementation of smart traffic management systems, real-time data integration, highway monitoring technologies, and interoperable tolling frameworks.
He has championed the integration of digital technologies within road asset management, strengthening the Road Asset Management System (RAMS) with analytics-driven decision-making to improve lifecycle costing and predictive maintenance. His leadership also emphasises the harmonisation of ITS deployment across federal roads and expressways, ensuring greater efficiency in traffic flow, incident response, enforcement systems, and public safety.
A strong advocate of public-centric innovation, his landmark initiative—the MYJalan Campaign—transformed public complaints into a structured digital reporting ecosystem for road maintenance. The initiative, now institutionalised as a full-fledged programme, empowers citizens, enhances inter-agency coordination, and fosters accountability in infrastructure management. The success of MYJalan was highlighted globally at the 27th World Road Congress in Prague, affirming Malaysia’s innovative and technology-driven approach to infrastructure responsiveness.
In advancing ITS nationally, he also promotes partnerships with industry players, academia, and state governments to support Malaysia’s ITS Roadmap 2030, encouraging data governance standards, digital infrastructure resilience, and sustainable mobility solutions aligned with the Madani Government’s aspirations. His reform efforts also include improving procurement transparency, reducing project delays (Extension of Time or EOT), and enhancing cost efficiency through technology-enabled monitoring systems.
In addition to his federal duties, he serves as the Secretary-General of Parti Pesaka Bumiputera Bersatu (PBB) and its coalition Gabungan Parti Sarawak (GPS), advocating for Sarawak’s infrastructure development, digital connectivity, and equitable resource allocation in line with the Malaysia Agreement 1963 (MA63). Dagmar currently works as project manager of ROMO (Road Monitor) on behalf of the Ministry of Infrastructure and Water management. Maaike was/is principal investigator in the NWO research programs Mobility DesAIgn Lab, XCARCITY (co-lead), SUMMALab, ToGRIP and STAD (co-lead) and lead scientist in several other large projects focusing on the development of a next generation of traffic and transport models and the development of interactive network design methods.
Her research focuses on impact assessment and design of multimodal transport systems with a special interest in the resilience of networks and the impact of new mobility concepts like automated vehicles and shared mobility. Maaike has a broad experience in the development and application of static and dynamic, strategic and real-time traffic transport models and optimization models for network design. For example, she developed the new mobility modeler to assess impacts of new mobility concepts, she developed an optimization and impact assessment model for robust road network design, she led a joint research project on activity based models, she oversaw the development of the first real-time waterway traffic model for the canals of Amsterdam and lead the development of prediction and smart routing models in the context of the ‘Praktijkproef’ (field trial) in Amsterdam. Maaike completed her PhD research about robust road network design in 2010 (Cum Laude) and completed her study Econometrics in 2003.

Since joining PTV he has led technical solution design, supported pre‑sales engagements, and driven product initiatives that translate operator needs into deployable systems. His work centers on creating interoperable, operator‑focused tools that improve situational awareness, automate routine decisions, and support evidence‑based traffic policies. Luca’s approach balances customer feedback, competitive insight, and pragmatic innovation to deliver solutions that scale across cities and regions.

Senior Product Manager for Traffic Management

Jeroen Olthof (PvdA) is a member of the Provincial Executive of Noord-Holland, with responsibility for Mobility and Accessibility, Quality of Life, Public Health and Environment, (regional) Aviation, Public Transport Hubs, Public Facilities, Culture & Sport.
A native of Zaandam, Jeroen Olthof served as an alderman for the municipality of Zaanstad from 2010 to 2018, with responsibilities including Housing, Sports, Youth and Social Care. He was the architect of the “Zaanse Aanpak” (Zaanstad Approach) for Youth Care and the Social Support Act (WMO), placing people’s everyday lives at the center rather than the system itself. This earned him a nomination in 2016 for Best Public Administrator of the Netherlands.
Prior to that, he worked at Meeùs Insurance Brokers, where from 2008 he served as Director of the Construction Advisory Group. After leaving local politics in Zaanstad, Jeroen became Director of Operations at Youz, part of the Parnassia Groep.

We work on developing a nationwide medical drone network to help keep healthcare accessible by transporting critical medical goods quickly and efficiently through the air. I’m convinced that drones can safely and seamlessly operate alongside manned aviation, provided we establish clear rules around visibility, priority, and operational boundaries. That belief drives my work as we collaborate with healthcare partners and aviation stakeholders to build reliable, integrated drone operations that strengthen the logistical links between healthcare providers across the Netherlands.

As Chief Product Officer of the Parking Business Unit at Arrive, I oversee product development for one of the world's largest urban mobility platforms. Arrive brings together industry leaders including EasyPark, ParkMobile, RingGo, Flowbird, Parkopedia, and YourParkingSpace into a global force serving nearly 60 million users across 20,000+ cities in 90+ countries. Our focus is on shaping how parking and curb management evolve from fragmented, transactional services into intelligent, integrated mobility ecosystems and developing the foundational global mobility platform to accelerate this enablement.
This is first and foremost about bridging strategic vision with operational scale. Previously, as Group CPO at AVIV Group, I oversaw product development for one of Europe's largest digital real estate marketplaces. At Expedia Group, I led product development for the global lodging business and oversaw consumer brands in the US, Europe and Australia. Earlier, I co-founded Newtrade Technologies, a hospitality marketplace software startup sold to Expedia Group.
The convergence of AI, distributed mobility data, and multi-sided platform economics is redefining urban mobility. Parking and curb management sit at the center of this transformation. DA won 4 UKTI Creative Industries Awards in 3 consecutive years and Chris was shortlisted for the O2 Arena Entrepreneur of The Year award. He’s held responsibility D2C strategy for PIAS, Europe’s largest independent entertainment distributor, and prior to establishing YST helped engineer customer engagement campaigns for JLR, Halfords, ATOS, Google and Vodafone.

Jurgen Rutgers is a Dutch entrepreneur, innovator, and strategic thinker with decades of experience in digital business development, data-driven solutions, and mobility technology. As founder and co-owner of several tech companies, Jurgen plays a connecting role, working closely with partners and teams to develop solutions that combine technology with social impact. His focus lies in leadership, product strategy, and creating digital services that deliver lasting value.  At TripService, where he is co-owner, Jurgen collaborates with a specialized team to develop smart mobility solutions. TripService supports governments, road authorities, contractors, and large-scale event organizers with digital traffic management, incident handling, real-time traffic data, and online traffic campaigns. In partnership with platforms like Google Maps, Waze, TomTom, and Apple Maps, TripService contributes to a safer and more accessible environment. His work centers on leveraging data, AI/ML, and coordinated system design to improve safety, efficiency, and resilience across large-scale transportation networks. He focuses on the future of cooperative mobility—examining how intelligent systems, governance, and infrastructure must evolve together beyond autonomy.

Chris Riley is the Chief Commercial Officer of Glydways, responsible for growing global business, partnerships and corporate reputation.
Glydways is a new mass transit system, that revolutionizes both the transit rider experience and traditional poor economics. It offers every individual a personal on demand, non-stop, 24/7 journey in their own autonomous electric vehicle, at a very low price. And for cities, Glydways offers much lower costs to build and run compared with other transit modes. When combined with higher ridership, this attracts private financing and helps create profitable public transit systems that do not require subsidies. 
Now based in the Bay Area in California, Chris has a business and marketing background, having held senior positions with Ogilvy in Asia Pacific advising global brands for over 30 years. This creative enterprise experience is ideal for helping to bring Glydways to new markets and scale operations as it becomes operationally ready.
Glydways has already been awarded several contracts for San Jose City, East Contra Costa County in California, Port Authority NYNJ, Bluewaters Dubai and has recently broken ground for a Pilot Demonstration in South Metro Atlanta, which opens to the public in December 2026. Additionally, there are hundreds of other live discussions on projects with interested stakeholders across the world.
Glydways recently achieved a close for a successful Series C investment round which is backed by Suzuki, Khosla Ventures, ACS Infra, New Science Ventures, ENEOS, Mitsui Chemicals, Sam Altman and Gates Frontier.

With over 30 years in digital transformation and innovation across public transport and IT, he focuses on developing demand-responsive and autonomous shared transport services.

I am an Associate Director at Arup, leading digital operations and asset management services within the Roads and Streets business. I rejoined Arup in 2025, following my role as Director of the Danish Road Directorate’s technical branch, where I was responsible for pavements, structures, geotechnics, and road technical measurements.
I bring extensive international experience across a wide range of heavy civil infrastructure projects, including long-span bridges and tunnels for both road and rail, spanning new build, operation, and maintenance. In recent years, I have increasingly focused on combining this background with a strong passion for digital solutions to enhance infrastructure performance and asset management.

Mr. Chakravarty serves as Vice President of Engineering for Econolite Control Products, Inc. He is responsible for providing leadership in planning, establishing, and directing all aspects of the company’s engineering policies, along with influencing and executing the technology roadmap for the company.
Prior to joining Econolite, Mr. Chakravarty served as Vice President of Engineering at Beyond Limits (Glendale, CA) responsible for the overall engineering strategy and the design, development, support, and operations for the company’s portfolio of AI-based products and solutions. Prior to that, he was Director of Engineering at Trustwave (Chicago, IL) and M86 Security (Irvine, CA). At Trustwave and M86 Security, Mr. Chakravarty led the engineering and program management activities for the company’s Web security, filtering, and analytics products, along with running a globally distributed Security Labs team.
Mr. Chakravarty has also held senior level Engineering positions with increasing responsibilities at Symantec Corp. (Mountain View, CA) and HCL Technologies (Noida, India).
