Better data, smarter journeys: How NDW, Napcore and the RTTI Taskforce lead the way

Europe’s traffic and mobility systems are becoming smarter, more connected, and increasingly data-driven. But how do we make sure road users, authorities, and service providers all benefit from this transformation? This panel brings together experts from the NDW-projects TISGRADE & ARAMIS, Napcore and the international RTTI Taskforce to explore how public-private collaboration, high-quality traffic data, and personalized in-car information services can improve traffic flow, safety, and sustainability. Discover how these initiatives work together to turn fragmented traffic data and traffic management systems into a seamless, real-time ecosystem - making travel safer, smoother, and more efficient for everyone.

Speakers



André Ingelse is a  program manager specializing in mobility data and traffic management at NDW (Nationale Databank Wegverkeersgegevens) in the Netherlands. With a broad expertise across the full mobility‑data chain, he works at the intersection of data quality, operational traffic management, and international collaboration. André plays a central role in ensuring that the data NDW provides is reliable, consistent, and fit for purpose. He works closely with government partners, technology suppliers, and service providers to build strong feedback loops that continuously improve data quality and usability.

In addition to his national responsibilities, André serves as task lead within the European TISGRADE project, driving coordination between EU Member States and private‑sector Service Providers. His work focuses on harmonizing data standards, aligning operational practices, and improving the cross‑border availability of traffic and mobility information. By bridging technical, organizational, and policy domains, he helps shape a more integrated European mobility ecosystem.

Known for his collaborative approach, André brings together stakeholders from multiple levels to strengthen data foundations that support future‑proof mobility services. His mission: enabling smarter, safer, and more efficient traffic management through high‑quality, openly accessible mobility data.

Annet van Veenendaal is from the National Road Data Portal NDW in the Netherlands. She has over 25 years of experience in Traffic Management and Smart Mobility. Currently, she is the project coordinator of TISGRADE, a project with 54 public and private partners (including service providers) to improve the Traffic Information Services in 21 countries. For this, TISGRADE will work on all aspects of the data value chain for real time traffic data ánd will do so in public private collaboration. As a psychologist by origin, she’s especially interested in public private collaboration.

Thomas works for the Dutch National Access Point of Mobility Data (NTM) at NDW. He organises the collaboration with navigation service providers for NDW, for the European project TISGRADE and for the European Taskforce of member states collaborating on the Real-Time Traffic Information delegated regulation.
