Hoe zorgen we dat mobiliteitsoplossingen niet alleen logisch zijn, maar ook daadwerkelijk werken?
De Brainportregio groeit snel. Daarom kiest Brainport Bereikbaar voor een holistische mobiliteitsaanpak, waarin infrastructuur, mobiliteitsdiensten, gedrag en samenwerking in samenhang worden bekeken. In deze keynote laat Isabelle Prohn zien hoe je vanuit die brede blik vandaag al beweging organiseert - juist in de jaren waarin de mobiliteitsdruk al voelbaar is en veel structurele verbeteringen nog in uitvoering zijn.

Ron Kolkman is Chief Information Officer (CIO) at Rijkswaterstaat, where he leads the organization’s digital transformation. He defines the strategic direction of digitalization and translates it into practical innovations that strengthen a safe, accessible, and liveable Netherlands.
With a strong belief in the power of data, technology, and collaboration, Ron works on building a future‑proof digital government. He studied Business Economics at the University of Amsterdam and held several senior leadership roles in the public sector, including at the Ministry of Defence, where he gained extensive experience aligning technological innovation with operational needs in complex environments.
Beyond Rijkswaterstaat, Ron contributes to the digital infrastructure of the Netherlands through various advisory and governance roles, including as member of the Dutch Digitalisation Council and the Construction Digitalisation Council. He is also part of the Advisory Board of the Geological Survey of the Netherlands and serves as Sustainability Ambassador for ICT within the national government.
Ron chairs the Government Cloud Implementation Board and the Cloud Acceleration Team within the Dutch Digitalisation Strategy, where he drives the harmonization, security, and sustainability of government-wide cloud adoption. He is known for combining strategic vision, technological expertise, and results‑oriented leadership, consistently translating digital progress into societal value.
As a senior consultant at TNO, I work on the transition to a smart and sustainable mobility system. I have a special focus on space use, human well-being, and equality. With a background in human geography, I started out in the more technically oriented field of dynamic traffic management and mobility management. In recent years, the focus has shifted back to the spatial domain and related questions about people's mobility behavior. I am currently active in the field of mobility, well-being (Broad Prosperity), and spatial use, developing and applying frameworks to operationalize policy ambitions into indicators and guidelines for policymakers. In addition, I am working on the transdisciplinary TNO program Balanced Spatial Choices, in which we develop knowledge, methods, and tools to support the decision-making process around social, ecological, and economic ambitions.
Jeroen Olthof (PvdA) is a member of the Provincial Executive of Noord-Holland, with responsibility for Mobility and Accessibility, Quality of Life, Public Health and Environment, (regional) Aviation, Public Transport Hubs, Public Facilities, Culture & Sport.
A native of Zaandam, Jeroen Olthof served as an alderman for the municipality of Zaanstad from 2010 to 2018, with responsibilities including Housing, Sports, Youth and Social Care. He was the architect of the “Zaanse Aanpak” (Zaanstad Approach) for Youth Care and the Social Support Act (WMO), placing people’s everyday lives at the center rather than the system itself. This earned him a nomination in 2016 for Best Public Administrator of the Netherlands.
Prior to that, he worked at Meeùs Insurance Brokers, where from 2008 he served as Director of the Construction Advisory Group. After leaving local politics in Zaanstad, Jeroen became Director of Operations at Youz, part of the Parnassia Groep.
Isabelle Prohn is an experienced programme manager operating at the intersection of mobility, spatial development and behavioural change. Since 2024, she has been responsible for the Brainport Bereikbaar programme, leading the development and delivery of the 2025–2030 programme plan and managing a multidisciplinary team of approximately 30 professionals . She works closely with the Metropoolregio Eindhoven, 21 municipalities, the Province of North Brabant, national government and private partners to achieve structural behavioural change and visible results.
Isabelle combines strategic clarity with collaborative leadership. Her background includes roles in energy transition, public affairs, stakeholder management and corporate communication, as well as earlier positions at Rabobank and in municipal government . She has extensive experience navigating complex political-administrative environments and aligning strategy, execution and communication .
Educated in Real Estate Management and Development (TU Eindhoven) and Strategic Management, with further training in Public Affairs at Nyenrode, Isabelle is known for her analytical strength, decisiveness and ability to connect diverse interests. She brings structure and direction while fostering dialogue and trust, always focused on delivering meaningful, measurable progress.
