CEDR special session: Protecting Road Users and Workers: Raising Safety Performance in Road Work Zones
Road works are unavoidable for maintaining and upgrading the road network, yet they remain high-risk environments for both road users and workers. This session will explore how European road authorities and industry are improving safety performance in work zones through better planning, innovative traffic management, digital tools, and harmonised practices. Drawing on recent research, operational experience, and cross-border collaboration, the panel will discuss what works in practice, how risks can be reduced, and how safety can be embedded throughout the lifecycle of road works. The session will also reflect on the role of data, guidance, and procurement in supporting safer work zones.
Speakers
George is the Managing Director of Roadplan Consulting. He is a Chartered Engineer with over 20 years of experience in road design and road safety. George has carried out numberous Road Safety Audits, Road Safety Insepctions and Temporary Safety Measures Inspections on the National Road Network in Ireland.
Anto is a seasoned leader in Intelligent Transport Systems, Electronic Toll Collection and Smart Mobility, bringing 20 years of international experience across Europe, North America, Asia Pacific, Australia, and South America. He currently serves as Head of CCAM SWARCO, leading a multidisciplinary organization focused on advancing Connected, Cooperative, and Automated Mobility.
Over the past two decades, Anto has worked both on the road‑operator side and in several globally leading mobility companies, holding VP and C-level roles across product strategy, solution consulting, system engineering, and business development.
His expertise spans connected‑vehicle ecosystems, roadside intelligence, cloud‑based mobility platforms, and next‑generation digital infrastructure.
Steve is the Secretary-General of the Conference of European Directors of Roads (CEDR) which comprises the general directors of national road authorities. CEDR’s role is to enable the networking and provide support and advice on issues concerning the road transport system and its role within the overall transport system.
